Complete boards are preassembled skateboards which consist of the deck with griptape, trucks with bushings, wheels, bearings and of course all the mounting hardware. Optional components like riserpads can be included. Complete boards are particularly well suited for kids and beginners. They are often very affordable without lacking in any quality whatsoever.  Every single component complies with official standards and can easily be replaced. Another advantage is that no special expertise is necessary when it comes to compiling and mounting the skateboard. Complete boards are obtainable in different sizes and with different shapes, depending on the skaters preferences and physique. For kids and beginners, there are corners that can be cut when trying to get a cheap beginner skateboard and there are corners that shouldn't be cut. Please don't buy a 20€ complete board from the nearest superstore. Stay safe.
